응용프로그램이름 뒤에 ".local" 이란 이름을 가진 빈 파일을 생성한다.
예를들어 응용프로그램 이름이 foo.exe 일때 foo.exe.local 이란 빈 파일을 생성하면 사용하는 DLL을 현재 디렉토리에 있는것 먼저 로드 시킨다.
